Everyone will be able to visit Elsweyr. If you are not from Aldmeri Dominion it wil be either at 50+ or 50++ . All Alliance territories will be availaible for everyone, but an instancied version of the zone (not with the real low lvl players from that Alliance). If my explanation make any sense to you!

I just wanna explore all of Tamriel when I want. Did they announce how they will handle enemy alliances exploring your territory? Or is that what you meant by instanced versions?

You will not be able to go into enemy territory until you finish your factions area. Once that is cleared you choose one other faction and only when you clear that can you go into the last faction. I imagine "invisible walls" will be used to prevent you entering restricted enemy areas.Once you finish a factions content and enter an enemy faction it will be instanced (you cannot see enemy faction players). For example as an Orsimer I will not see any Nord, Dunmer or Arginian players in Skyrim, Morrowing or Black Marsh. I hope this helps :D
